Mr. David Gray served as a Managing Director of UK’s Gas and Electricity Markets Authority (Ofgem). Mr. Gray was responsible for all the UK gas and electricity price control reviews. He advised the UK Department for Transport on airport regulation. He has 30 years of experience in energy investment banking, mainly at HSBC James Capel, and served on the Accounting Standards Board’s Oil Industry Accounting Committee for several years. He was the Chairman of Office for Gas and Electricity Markets for five years, retiring in September 2018.
He served as Chairman of Pitkin Petroleum PLC. He serves as a Non-Executive Director of The Civil Aviation Authority. He is a Member of the UK Civil Aviation Authority, a Member of the Council of Management of the Regulatory Policy Institute and a Governor of the Central School of Ballet.
He was a member of the Panel of Experts which advised the Department for Transport on its review of airport regulation in 2008-09 and, in 2010-11, led a review of the water regulator Ofwat on behalf of DEFRA and the Welsh government
